This was a defined place on earth where its inhabitants enjoyed the life of gods, and thus, they were then called devas or gods of the lower deva-world. Four Great Kings were the guardians of the ‘four quarters of the world’ then; they were, Dhatarattha of the East, Virul-haka of the South, Virupakkha of the West, and Vessarana of the North.
These four kings were identified with names of their retinues: Gandhabbas, Kumbhandas, Nagas, and Yakkhas respectively.
These Four Great Kings were regarded as the protectors as well as ‘Judges’ of the world who kept records on each individual born on earth.
According to this source, Catuma was also name of a place whose dwellers were the ancient Sakyas.
Records were collected by these great kings through their councillors on the eighth day of the lunar half-month ; on the fourteenth day, they send their sons to see the men and women on earth, and on the fifteenth day they themselves appear. Then they send their report on men and women on earth to gods of Tavatimsa(Sear of Worship of Sage Mogha at Sir) where in an assembly matters are discussed.
